w <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLY REGION <br /> 3443 Routier Road, Suite A, Sacramento, CA 95827-3098 <br /> PUBLIC HEARING <br /> Concerning <br /> Consideration of Renewal of Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System) <br /> for <br /> KINDER MORGAN ENERGY PARTNERS, L.P. <br /> THROUGH ITS OPERATING PARTNER SFPP, L.P. <br /> HOLT PETROLEUM RELEASE SITE <br /> SAN JOAQUIN COUNTY <br /> Kinder Morgan Energy Partners, L.P., through its operating partner SFPP, L.P. (formerly known <br /> as Santa Fe Pacific Pipeline Partners, L.P.), hereinafter referred to as Discharger, operates an <br /> underground petroleum pipeline that runs from the San Francisco Bay area to Reno, Nevada. In <br /> February 1986, the Discharger discovered that a section of pipeline passing near Holt was <br /> breached during a flood and leaking its contents. The resulting groundwater contamination <br /> plume, treatment system and disposal area are at Cook Inlet Road 1/4 mile north of Highway 4, <br /> Holt. The surface water discharge from the facility consists of treated groundwater only. The <br /> effluent is discharged to Trapper Slough. <br /> The Discharger submitted a Report of Waste Discharge, dated 1 September 1999, and <br /> supplemental information to complete filing of the application on 19 May 2000, for a permit to <br /> discharge treated groundwater. The discharge is presently governed by Order No. 5-00-119, <br /> General Order for Discharge of Groundwater from Cleanup of Petroleum Fuel Pollution to <br /> Surface Waters (General Order). As a result of modifications, the groundwater treatment system <br /> no longer meets the required conditions of the current General Order. Significant changes from <br /> the previous permit include effluent limits and monitoring requirements for total residual <br /> chlorine and a sustained minimum flow rate in the receiving water. In addition, the facility is <br /> required to monitor for total petroleum hydrocarbons in the gasoline and diesel range, benzene, <br /> ethlybenzene, toluene, xylene, iron and barium. <br /> A public hearing concerning this matter will be held during the Regional Board meeting which is <br /> scheduled as follows: <br /> DATE: 27 October 2000 <br /> TIME: 9:00 a.m. <br /> PLACE: Fresno Education Department Auditorium, 2nd Floor <br /> Tulare and M Streets <br /> Fresno, CA 93721 <br /> Tentative Waste Discharge Requirements were issued on 22 August 2000. Comments or <br /> testimony, including supporting documents, regarding the proposed requirements are due by <br /> 22 September 2000. All comments or testimony received by this date will be considered in the <br /> draft waste discharge requirements. <br />
