• • <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED <br /> MONITORING AND REPORTING PROGRAM NO. 94-806 <br /> FOR <br /> KINDER MORGAN ENERGY PARTNERS, L.P. <br /> THROUGH ITS OPERATING PARTNER SFPP L.P. <br /> HOLT PETROLEUM RELEASE SITE <br /> SAN JOAQUIN COUNTY <br /> Kinder Morgan Energy Partners, L.P. through its operating partner SFPP L.P. (formerly known as Santa <br /> Fe Pacific Pipeline Partners), hereinafter referred to as Discharger, operates a underground petroleum <br /> pipeline that generally runs from the San Francisco Bay area to Reno, Nevada. In February yao, ansa <br /> Fe Pacific Pipeline Partners discovered that a section of pipeline passing near Holt was breached and <br /> leaking its contents. This spill site is along Cook Road west of Holt and southeast of Trapper Slough <br /> just before it joins Whiskey Slough. The groundwater,which is about one to 12 feet below ground <br /> surface (bgs), and soil in this area are contaminated with a variety of constituents found in petroleum <br /> products including benzene, methyl t-butyl ether, and gasoline range total petroleum hydrocarbons <br /> (TPH). <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the California <br /> Water Code and is designed to delineate groundwater contaminant plumes and determine whether <br /> remediation efforts are effective. The Discharger shall not implement any changes to this MRP unless <br /> and until a revised MRP is issued by the Executive Officer. This MRP replaces the groundwater <br /> monitoring requirements listed in the original MRP No. 94-806 dated 29 June 1994. <br /> Prior to construction of any new groundwatermonitoring or extraction wells,the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are currently 15 monitoring wells at the site, M-1, 2, 3, 8, 9 and 10,N-6, 7, <br /> 8, 15, 16, 18, 19 and 20, and 0-1. The groundwater monitoring program for these wells and any wells <br /> installed subsequent to issuance of this MRP, shall follow the schedule below. The volume and rate of <br /> extracted groundwater also shall be provided in quarterly monitoring reports.
