REVISED MONITORING AND RATING PR • <br /> OGRAM NO. 94-806 _2_ <br /> KINDER MORGAN ENERGY PARTNERS,L.P. <br /> THROUGH ITS OPERATING PARTNER SFPP L.P. <br /> HOLT PETROLEUM RELEASE SITE <br /> SAN JOAQUIN COUNTY <br /> Analytical Maximum Sampling <br /> Constituent Method Detection Limit' Frequency <br /> Methyl t-butyl ether 8260 0.5 µg/1 Quarterly <br /> Petroleum Fuel Oxygenates 8260 0.5µg/l Quarterly' <br /> Total Dissolved Lead 7421 5.0 µg/1 Quarterly' <br /> For non-detectable results. <br /> ' If petroleum fuel oxygenates are not detected during two quarters of monitoring,then the Discharger shall analyze for these constituents on an <br /> annual basis. <br /> ' If lead is not detected during two quarters of monitoring,then the Discharger shall not be required to continue analyzing for this constituent. <br /> PRIVATE WELL MONITORING <br /> Unless refused access by the property owner(s), the Discharger shall sample any private wells that are <br /> within 500 feet of the down- or side-gradient edge of the contaminated area. These wells shall be <br /> sampled at the same frequency and for the same constituents as the monitoring wells, except depth to <br /> groundwater. The Discharger shall monitor future placement of water supply wells near this release site <br /> and add these wells when appropriate. The Discharger is to notify the Board as soon as it learns that a <br /> private well contains any detectable constituents of concern. Immediate confirmation samples must be <br /> collected and the Board apprised of the results. <br /> REPORTING <br /> When reporting data, the Discharger shall arrange the information in tabular form so that the date, the <br /> constituents, and the concentrations are readily discernible. The data shall be summarized in such a <br /> manner as to illustrate clearly the compliance with this Order. In addition, the Discharger shall notify <br /> the Board within 48 hours of any unscheduled shutdown of the groundwater extraction system. <br /> As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, all reports <br /> shall be prepared by a registered professional or their subordinate and signed by the registered professional. <br /> Quarterly reports shall be submitted to the Board by the 30th day of the month following the end of <br /> each calendar quarter (i.e., by 30 January, 30 April, 30 July, and 30 October) until such time as the <br /> Executive Officer determines that the reports are no longer necessary. Each quarterly report is to include <br /> the following minimum information: <br /> (a) a description of the quarterly groundwater sampling event, including field logs. At a minimum, <br /> field logs shall contain water quality parameters measured before, during, and after purging, method <br /> of purging, depth of water, volume of water purged, etc.; <br /> (b) groundwater contour maps for all groundwater zones, if feasible; <br /> (c) isocontour contaminant concentration maps for all groundwater zones; <br />
