Marshall <br /> Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento,California 95827-3098 <br /> Subject: Response to 16 July 1999 Letter-Holt Petroleum Release Site <br /> Dear Mr. Marshall: <br /> This letter responds to comments regarding the Kinder Morgan Energy Partners (KMEP) Holt <br /> Release Site included in a letter from the Central Valley Regional Water Quality Control Board <br /> (RWQCB)to KMEP dated 16 July 1999. <br /> Comment#1 <br /> KMEP understands that NPDES effluent violations are a serious matter. In order to minimize <br /> potential upsets that could lead to effluent violations, KMEP conducts inspections and maintenance <br /> and monitoring activities of the groundwater treatment system at the Holt site on a daily basis in <br /> addition to the monthly monitoring specified in the NPDES permit. With respect to MTBE, influent <br /> and effluent samples were analyzed for MTBE during February and March 1999. However, due to an j <br /> oversight error in filling out the chain of custody form, the laboratory did not report the resulting <br /> concentrations of MTBE for the NPDES report.
