A plume of free product underlies the site, and a <br /> remediation system was constructed in September 1995. The system needs to be modified to <br /> prevent plugging by fine-grained soils. In the meantime, free product is not being removed, the <br /> plume is not fully-defined, and the most upgradient well adjacent to a surface waterway has <br /> elevated concentrations of petroleum constituents. I have the following comments regarding the <br /> project. <br /> A schedule with particular calendar dates needs to be submitted to re-start the ground water <br /> remediation system. After the remediation system has been running for three months, a capture <br /> zone analysis is needed to show the effectiveness of the remediation system at capturing the <br /> l______ The 'A c schedule to re-start the remediation <br /> p�uiuc. lticie ore, y .� �,'I....,h 14Q6, please submit a <br /> system and submit the system evaluation report. <br /> During a phone conversation in August 1995, we decided not to require free product removal <br /> and not to require that you address the contamination found in well N-15 until after the <br /> remediation system began operation because we thought the system would adequately address <br /> these problems. However, since the system has taken so long to get up and running, you are <br /> now required to bail free product from all monitoring wells which have a free product thickness <br /> greater than 0.1 foot every other week as required by monitoring and reporting program No. <br /> 94-806. The first free product bailing activities should take place by 8 March 1996. In <br /> addition, bailing event should have continued through August 1995, yet no reports of bailing <br /> have been provided since May 1994. All these records shall be included in the first quarter 1996 <br /> monitoring report which is due 30 April 1996. <br />
