•
Monitoring and Reporting Program No. 94-806 _2-
Santa Fe Pacific Pipeline Partners, L.P.
Holt Pipeline Leak
San Joaquin County
SURFACE WATER SAMPLING
Two surface water samples shall be taken quarterly from Trapper Slough immediately to the
north of monitoring well N-15. One sample shall be taken from approximately 20 feet west
of N-15, and the other sample shall be taken from approximately 20 feet east of N-15. The
samples shall be analyzed for TPH as diesel, TPH as gasoline, and BTEX. If these
constituents are not detected in samples from both the surface water and monitoring well
N-15, no further testing is required.
REPORTING
Quarterly reports shall be submitted to the Board by the 30th day of the month following the
end of each calendar quarter until such time that the Executive Officer determines that the
• reports are no longer necessary. These reports shall include the following in tabular form:
water quality analytical data, depth to ground water, free product thickness, and ground
water elevations. In addition, the reports shall include ground water contour maps for each
quarter and the status of any ongoing investigation or remediation.
Prior to startup of a ground water treatment system, the Discharger shall supply Board staff
with a ground water monitoring program that will demonstrate the effectiveness of the
ground water treatment system.
An annual report evaluating the effectiveness and progress of investigation and remediation
shall be submitted to the Board by 30 January of each year and may be substituted for the
fourth aLarterly report. The report shall contain at a minimum the following information:
both tabular and graphical summaries of the monitoring data obtained during the previous
year; trends in the concentrations of the pollutants in ground water monitoring wells; whether
the contaminant plume is being captured by an extraction system or is continuing to spread;
plans as needed for improving the ground water extraction or treatment system; and the
anticipated date for completion of cleanup activities. The annual report also shall include the
reasons for, and durations of, all interruptions in the operation of treatment systems.
Based on the data from the previous year, the Discharger shall, in the annual report, identify
data gaps and potential deficiencies/redundancies in the monitoring system or reporting
program and propose any necessary revised ground water sampling plan frequency and
analyses with the rationale for the proposed revisions.
