Mr. Danaher said that an agreement
will soon be signed with Mr. Coleman Foley who owns the northwest portion of the site. Mr.
Danaher explained that SFPP still intends to carry out the work detailed in the March 1994 work
plan which includes a soil gas survey and installation of two monitoring wells. We conditionally
approved the work plan in our 1 April 1994 letter. Therefore, the soil gas survey shall begin no
later than 15 September 1994.
Mr. Danaher also stated that SFPP has been obtaining permits and making other necessary
preparations to construct a ground water extraction and treatment system at the Holt site.
Therefore, by 23 September 1994, please submit a detailed ground water remediation work plan,
including the proposed locations of ground water extraction wells, a capture zone analysis, and any
other pertinent data to show that the proposed remediation system will be effective at cleaning up
the contaminated ground water. Mr. Danaher said SFPP will continue bailing free product on a
biweekly schedule.
We also discussed the ground water contour maps which have been presented in the quarterly
reports. Mr. Danaher stated that future maps would not include the ground water levels from
monitoring wells M8, M9, M10, 01 and 02, as we requested in our 8 March and 29 June 1994
letters, because well construction details are not available.
Regarding the Balfour Road site, Mr Danaher agreed that SFPP would submit 1) a report on the air
sparging pilot study by 19 August 1994, 2) a work plan to characterize and segregate stockpiled
soils by 16 August, 3) a work plan to excavate contaminated soils by 26 August 1994, and 4) a
work plan to enhance the biodegradation of and extract contaminated ground water in the mid-plume
area by 19 September 1994. We have received and are reviewing the first two items.
16
