In January, 1997, William. J. Hunter& Associates conducted a soil vapor survey utilizing
Transglobal Environmental Geochemistry's (TEG) Strataprobe direct-push technology
rig. TEG advanced one test boring at a location halfway between the former pump
island location and the east end of the tank excavation. Soil vapor samples were
collected at depths of 15, 30, and 45 feet below the ground surface (bgs). After the
vapor samples were collected, TEG advanced the drill rod to a depth of 58 feet bgs and
collected a discreet ground-water sample. Soil vapor and ground-water samples were
transferred to TEG's laboratory and analyzed for total petroleum hydrocarbons as
gasoline (TPH-g) (EPA 8015M) and benzene, toluene, ethylbenzene, and total xylenes
(BTEX) and methyl tert butyl ether (MTBE) (EPA 602/8020). BTEX components were
present in soil vapor samples and the ground-water sample. MTBE was not present in
either soil vapor samples or the ground-water sample.
On October 30, 1998, William J. Hunter & Associates subcontracted V&W Drilling to
advance two soil borings; one in the tank excavation area and the second between the
tank excavation area and the former fuel pump location. V&W constructed a 2-inch
diameter groundwater monitoring well in the second soil boring to a depth of
approximately 60 feet bgs. Ground-water sampling at that time revealed the presence
of TPH-gasoline and BTEX components.
Mr. Marvin Rosato retained JJW Geosciences Inc. to conduct quarterly groundwater
monitoring and sampling for the facility. JJW Geosciences, Inc. (JJW) conducted
groundwater monitoring and sampling activities starting on August 26, 1999. The
analytical results from the sampling event showed the monitoring well water samples
were non-detect for MTBE and Benzene. Low levels of other contaminants were
detected.
On January 14, 2000, San Joaquin County PHS/EHD recommended this site for closure
and the monitoring well be destroyed.
PROPOSED SCOPE OF SERVICES
JJW Geosciences proposes the following scope of services for the well destruction of
MW-1 located on the JH Simpson property in accordance with the directive dated
February 16, 2000, issued by Mr. Jeffrey Wong, San Joaquin County Environmental
Health Division (SJCEHD).
Upon approval of this workplan (and any modifications which the SJCEHD may require)
and preapproval from the state fund, JJW Geosciences will begin securing the required
permits.
Appropriate permit applications and fees will be forwarded to San Joaquin County
Environmental Health Division (SJCEHD). JJW will obtain a utility clearance through
USA. SJCEHD will be notified at least 24 hours in advance of the proposed
investigative activities and a grout inspection will be scheduled with SJCEHD.
Well MWA will be overdrilled to approximately 60 feet, the depth of the well. Upon
confirmation of complete casing extraction, the borehole will be tremie grouted to within
