TYPE OF WASTE AND MANAGEMENT ACTIVITIES <br /> The principal source of wastes managed at the Container Storage and Treatment <br /> Unit are derived from HE Burn Pit operations, photoprocessing, craft and plant <br /> engineering, and mechanical and electrical support activities. Types of wastes that <br /> may be stored include ash contaminated with chromium, acids, halogenated <br /> solvents, oxygenated solvents,waste paints and thinners, photochemicals waste <br /> (hazardous due to corrosivity), waste oils, and lab packs.The unit is primarily used <br /> as a holding and accumulation facility for Site 300 wastes prior to transport to an <br /> off-site permitted disposal facility. This unit is permitted to store a maximum of 60 <br /> drums and is allowed to neutralize only corrosive wastes. <br /> EXPLANATION OF DRAFT PERMIT CONDITIONS <br /> The Lawrence Livermore National Laboratory - Site 300 permit application had <br /> been reviewed and had been deemed complete. <br /> DHS and EPA have prepared separate draft permits for the facility. All conditions <br /> and terms of the EPA draft permit are required under Resource Conservation and <br /> Recovery Act, 42 U.S.C. 6901 et seq. and 40 C.F.R. Parts 264 and 270. All <br /> conditions and terms of the DHS draft permit are required under Health and Safety <br /> Code, Ch 6.5 and 6.7; and California Code of Regulations,Title 22, Chapter 30. <br /> The Federal Permit is divided into the following parts: <br /> Part I:Standard Conditions <br /> Part II:General Facility Conditions <br /> Part III:Containers Storage <br /> Part IV:Specific Conditions for Corrective Action <br /> for Continuing Release <br /> The State Permit is divided into the following parts: <br /> Part I:Description of Facility <br /> Part II:General Conditions <br /> Part III:Special Conditions <br /> PUBLIC PARTICIPATION <br /> Section 7004 (b) of RCRA and 40 C.F.R. 124.10 and Section 66396,Title 22, <br /> California Code of Regulations require that the public be given 45 days to comment <br /> on the draft permits.
