Box 808 L-626 DEPARTMENT <br /> Livermore, CA 94551-0808 <br /> BUILDING 850 SEPTIC SYSTEM CLOSURE PLAN, LAWRENCE LIVERMORE NATIONAL <br /> LABORATORY EXPERIMENTAL TEST SITE 300, LAWRENCE LIVERMORE NATIONAL <br /> SECURITY LLC, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff has reviewed the Building 850 Septic System Closure Plan submitted on 15 May <br /> 2009. Discharges to the Building 850 septic system are permitted under Waste Discharge <br /> Requirements Order No. R5-2008-0148, which requires that Lawrence Livermore National <br /> Laboratory (LLNL) submit a closure plan for approval prior to closing any waste management <br /> unit. <br /> A soil removal action is ongoing at the Building 850 Firing Table under the Comprehensive <br /> Environmental Response, Compensation and Liability Act (CERCLA). As part of the removal <br /> action, all utilities including the septic system are being disconnected from Building 850. The <br /> removal action is scheduled for completion in October 2009. The Discharger plans to close <br /> the septic system after the removal action is complete. LLNL proposes the following steps to <br /> be included in the septic tank closure: <br /> • Pump out the septic tank. <br /> • Collect a sample of the pumped material and analyze for STLC and TTLC metals. <br /> • Dispose of the pumped out septic tank contents in accordance with local, state, and federal <br /> requirements. LLNL will contract with a licensed septic 'tank maintenance company to <br /> pump out the septic tank. <br /> • Excavate the materials around the top of the tank. <br /> • Fill the tank with pea gravel. <br /> • Sample the leach field at the point where the septic tank discharges into the leach field and <br /> analyze for STLC and TTLC metals. <br /> The Central Valley Water Board staff concurs with the closure plan on the condition that the <br /> LLNL revise the closure plan to include the following: <br /> 1. Sample and analyze the soil beneath the leach lines and a background soil sample for <br /> metals using a deionized water extraction according to Table 1 below.
