Receiving water monitoring is required whenever there is any upstream flow <br /> in Corral Hollow Creek. <br /> 15. Monitoring reports are required monthly to check the on the operation of <br /> the system. Once the system is running, we would consider reducing the <br /> reporting frequency to quarterly. The environmental investigations <br /> quarterly reports currently being submitted will likely be dropped in the <br /> FFA in favor of monthly progress reports. <br /> Other Changes <br /> 16. I have added Finding 9 and Provision C.2 to describe the Corral Hollow <br /> Ecological Reserve and prohibit the discharge from creating a continuous <br /> flow in Corral Hollow Creek in late spring through early fall to protect <br /> two species of frog. <br /> 17. I have increased the effluent monitoring frequency to weekly during the <br /> first three months of operation to detect any start-up problems and, <br /> therefore, allow adjustment of the system. <br /> Please submit the EA and FONSI as soon as they are available. I will send you <br /> a public hearing notice in mid-January which will have to be posted at the Tracy <br /> and Livermore post offices no later than 23 January 1991.
