Box 2009 <br /> Stockton, CA 95201 <br /> RE: Application to Drill Monitor Wells and Exploratory Boreholes <br /> at LLNL Site 300 <br /> Dear Ms. Ratliff: <br /> Following our telephone conversation last Friday, I am enclosing a <br /> completed Application for Permit to drill ground water monitor wells and <br /> exploratory boreholes at Lawrence Livermore National Laboratory (LLNL) Site <br /> 300. This is a "blanket" application for numerous monitor wells and exploratory <br /> boreholes that we plan to drill at Site 300 under the guidance of the Central Valley <br /> Regional Water Quality Control Board (RWQCB). The environmental restoration <br /> work at Site 300 is being conducted by us at the request of the RWQCB. By copy of <br /> this letter I am requesting that Mike Higgins, of the RWQCB, write you a letter <br /> verifying that this work is being done under the RWQCB's oversight. <br /> As we discussed, the permit authorizes drilling of ground water monitor <br /> wells and exploratory boreholes on LLNL property as we deem necessary. The <br /> permit will be effective for the duration of current and any future environmental <br /> restoration activity at Site 300. The program includes, but may not necessarily be <br /> limited to, investigation and cleanup of contaminated ground water and soils as <br /> well as sampling of soils adjacent to underground storage tanks. Some of these <br /> tanks ultimately may be removed. <br /> As you know, it is LLNL's position that local regulations, such as those at <br /> issue here, are inapplicable to Federal facilities such as Site 300.
