•
MEMORANDUM
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road Phone: (916) 361-5600
Sacramento, CA 9582-1-3098 ATSS Phone: 8-495-5600
L
T0: Wendy Cohen` FROM: Michael Higgins
Senior Engineer Area Engineer
DATE: 20 December 1989 SIGNATURE:
SUBJECT: UNIVERSITY OF CALIFORNIA, LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300, GROUND
WATER CLEANUP PROJECT STATUS - CASE NO. 2677
I developed the following report from the third quarter Environmental Investigations
Quarterly Report and the October 1989 Environmental Restoration Work Plan (ERWP) .
1. General Services Area (GSA)
Volatile Organic Compounds (VOCs) (mainly trichloroethylene (TCE)) entered private
property in the shallow aquifer in two separate plumes from the central and western
GSA. VOCs have not been found in monthly monitoring of water supply wells
completed in the deeper regional aquifer beneath the Connolly and California
Department of Forestry (CDF) properties.
LLNL is currently performing the following tasks in the GSA vicinity:
a. Conducting hydraulic testing of extraction wells completed in the shallow
aquifer, with the goal of beginning interim ground water treatment to halt the
spread of the plumes;
b. Preparing a Report of Waste Discharge to obtain waste discharge requirements
(WDRs) governing discharge of treated ground water;
c. Conducting soil-vapor sampling and analyses and installing monitoring we `
(Mlrls) in an effort to definitively bound the extent of the pollution, altho
its extent is fairly well-known;
d. Installing ground water extraction wells for interim ground water treatment;
e. Conducting investigations to determine the best locations for future extraction
wells; and
f. Evaluating the efficacy of various airstripping configurations.
In the ER1,1P, LLNL proposed to submit a Remedial Investigation (RI) report for the
GSA by 1 January 1990 and a Feasibility Study(FS) report -by 1 July 1990, and to
begin Remedial Action (RA) by 1 October 1990. . LLNL plans to begin interim ground
water treatment as soon as all permits are obtained. However, it . is my
understanding that LLNL has not yet applied for a discharge permit from the San
Joaquin County Air Pollution Control District and this process could take up to
