General Services Area (GSA) <br /> Volatile Organic Compounds (VOCs) (mainly trichloroethylene (TCE)) entered private <br /> property in the shallow aquifer in two separate plumes from the central and western <br /> GSA. VOCs have not been found in monthly monitoring of water supply wells <br /> completed in the deeper regional aquifer beneath the Connolly and California <br /> Department of Forestry (CDF) properties. <br /> LLNL is currently performing the following tasks in the GSA vicinity: <br /> a. Conducting hydraulic testing of extraction wells completed in the shallow <br /> aquifer, with the goal of beginning interim ground water treatment to halt the <br /> spread of the plumes; <br /> b. Preparing a Report of Waste Discharge to obtain waste discharge requirements <br /> (WDRs) governing discharge of treated ground water; <br /> c. Conducting soil-vapor sampling and analyses and installing monitoring we ` <br /> (Mlrls) in an effort to definitively bound the extent of the pollution, altho� <br /> its extent is fairly well-known; <br /> d. Installing ground water extraction wells for interim ground water treatment; <br /> e. Conducting investigations to determine the best locations for future extraction <br /> wells; and <br /> f. Evaluating the efficacy of various airstripping configurations. <br /> In the ER1,1P, LLNL proposed to submit a Remedial Investigation (RI) report for the <br /> GSA by 1 January 1990 and a Feasibility Study(FS) report -by 1 July 1990, and to <br /> begin Remedial Action (RA) by 1 October 1990. . LLNL plans to begin interim ground <br /> water treatment as soon as all permits are obtained. However, it . is my <br /> understanding that LLNL has not yet applied for a discharge permit from the San <br /> Joaquin County Air Pollution Control District and this process could take up to <br />
