LAWRENCE LIVERMORE NATIONAL LABORATORY <br /> SITE 300, GROUND WATER CLEANUP STATUS -3- 20 December 1989 <br /> LLNL closed the old HE rinsewater lagoons in Fall 1989. LLNL continues to <br /> investigate the HE Process Area dry wells and the ground water for HE compounds <br /> and VOCs. They have found low levels of these compounds in the ground water and <br /> soil . <br /> LLNL proposes to submit an RI by 1 January 1990, an FS by 1 June 1990, and to begin <br /> RA by 1 October 1990. <br /> 7. Pit 8 <br /> Inactive Pit 8 received firing table debris possibly containing U-238, tritium, <br /> lead, and beryllium. The RI report submitt-ed in Aucust 1989 revealed TIE levels <br /> in ground water below the State Action Level of 5 ppb. The presence of TCE is <br /> under investigation. <br /> 8. Pit 9 <br /> Like Pit 8, LLNL deposited firing table debris in Pit 9. Based on the RI , <br /> submitted in July 1989, LLNL concluded there is no impact from the landfill on the <br /> soil and ground water. <br /> 9. Dry wells <br /> LLN!_ investigated 13 inactive dry wells and concluded that none of the soils <br /> adjacent to any dry wells contains metals, VOCs, or HE compounds at hazardous <br /> concentrations or those which pose a threat to water quality. The report is under <br /> review by Regional Board staff. <br /> The Environmental Protection Agency issued a RCRA 3008(h) order 3 March 1989, but the <br /> order will not be final until a hearing is held or the parties negotiate a consent <br /> agreement. In meetings in June and September 1989, EPA staff stated its intention to <br /> issue a final order, preferably as a consent agreement. EPA staff told Regional Board <br /> staff on 18 December 1989 that a draft consent agreement will be available for agency <br /> review on 9 January 1990. The Regional Board has not taken any enforcement action <br /> penning EPA' s ac ion. <br /> MLH:gs <br />
