These data, obtained over several years,
are sufficient to demonstrate reliably whether the landfill is leaking hazardous
waste into the ground water. MW sampling and analyses have detected hazardous
constituents, mainly trichloroethylene, in downgradient wells. The report
concludes that this TCE has probably leaked from the landfill .
In addition, the SWAT report presents the analyses of soil samples taken during
the drilling of MW K6-19 which is located directly downgradient from the landfill
near its toe in an area likely to be affected by leaking hazardous waste. Both
the soil and ground water samples contained chemical constituents, mainly TCE, at
levels below the applicable hazardous waste threshold limit concentrations
specified in the California Code of Regulations Title 22, Division 4, Chapter 30,
Section 66699.
Based on the information provided in the report, I conclude that wastes in
hazardous concentrations have not leaked from the landfill Pit 6. However, the
landfill has leaked TCE and polluted the ground water, which will have to be
cleaned up.
If you have comments or questions regarding this matter, please call me at (916)
361-5653.
r e
ICHAEL L: H S
Project Engineer
MLH:ej
cc: Mr. James T.
