Landau <br /> Senior Engineer <br /> DATE: 23 March 1987 SIGNATURE: 1,,!, 1, L _n "V <br /> SUBJECT: MEETING SUMMARY, UNIVERSITY OF CALIFORNIA, LAWRENCE LIVERMORE <br /> NATIONAL LABORATORY SITE 300 (LLNL) , SAN JOAQUIN COUNTY <br /> On 24 February 1987, representatives of the Regional Board and LLNL met in <br /> Sacramento to discuss the status of several on-going investigations and programs <br /> at Site 300 (see attached roster) . Specifically, we discussed the tritium <br /> investigation, the ground water monitoring programs, and the high explosives <br /> (HE) wastewater lagoon closures. <br /> Bob Buddemeier of LLNL gave a presentation with slides on the tritium investi- <br /> gation which has been on-going since the summer of 1984. The last report was <br /> issued in December 1985, and a report discussing the work done since then is in <br /> the first draft stage. Work completed since the last report includes continued <br /> monitoring of soil moisture and tritium; aquifer testing anddetermination of <br /> migration velocities ; computer modelling to validate release mechanisms and <br /> predict future releases; and additional studies in the east firing area. A <br /> slide showing tritium concentrations in December 1986 indicated separate plumes <br /> from Pit 3, Pit 5, and Building 850. Additional work is planned for the <br /> short-term to characterize the plume in the east firing area, complete develop- <br /> ment and comparisons of aquifer test methods , continue monitoring, conduct <br /> additional studies at Pit 5 and Building 850, and identify technical issues <br /> relevant to remediation options. We discussed remediation briefly; Gene Draney <br /> of LLNL said he did not see why remediation would be required when the migration <br /> studies and computer modelling show the tritium will be decayed below levels of <br /> concern by the time the plume reaches a location to affect beneficial uses. Ken <br /> Landau stated that we will consider risk assessments, and casts and benefits of <br /> cleanup when determining what remediation is required, but we first need to know <br /> what technologies are appropriate and what their costs are. Fred Hoffman of <br /> LLNL said they are working on such evaluations and will report progress <br /> quarterly. <br /> At the meeting LLNL submitted the ground water monitoring report for the 4th <br /> quarter of 1986, and we discussed the overall ground water monitoring program. <br /> Connie DeGrange of LLNL said the report answers several questions we have had on <br /> past reports and includes statistical analyses for Pit 1 and for the Class II HE <br /> surface impoundments. She also said they pian to review the analyses being run <br /> at each of the landfills and will propose some changes in the near future to <br /> make the programs more uniform. The annual summary of 1986 ground water data <br /> will be submitted by 30 May 1987. <br /> r <br />
