Lawrence Pearson <br /> -2- 23 March 1987 <br /> We discussed LLNL's proposal for quarterly reports that include not only ground <br /> water monitoring results, but also progress reports on several on-going studies. <br /> Studies to be included are the tritium investigation, HE lagoon closure, Pit 6 <br /> assessment, and TCE investigation at Building 834. This would delete the need <br /> for interim reports on these studies, but final reports still will be required <br /> by mutually agreed-upon due dates . We discussed all the due dates LLNL cur- <br /> rently has by going through a list Wendy Cohen had compiled. Listed below are <br /> the major due dates we agreed on: <br /> Report Due Date <br /> Quarterly Ground Water Monitoring 30 Apr 1987 <br /> and Progress Report <br /> Tritium Investigation Interim Report 30 Apr 1987 <br /> Pit 6 Assessment Final Report 30 May 1987 <br /> SWAT Proposal 1 Jul 1987 <br /> TCE Investigation Final Report 15 Jul 1987 <br /> Quarterly Ground Water Monitoring 30 Jul 1987 <br /> and Progress Report <br /> We discussed the HE lagoon closures and the Toxic Pits Cleanup Act (TPCA) <br /> Hydrogeologic Assessment Report (NAR) which is due 17 August 1987. Mr. Hoffman <br /> said all data collected will be presented in the first quarterly report which is <br /> due 30 April 1987. He also said he is writing us a letter explaining that the <br /> investigation was expanded from the May 1986 closure plan and, therefore, will <br /> be submitted later, but the letter contains no date for a final report. Ms. <br /> Cohen said LLNL should submit the data now and follow the closure plan which <br /> states if no contamination is found, the ponds would be backfilled and con- <br /> sidered closed. This probably is the case for most of the lagoons, and for the <br /> others, a plan should be submitted to set cleanup levels and remove contami- <br /> nation or make a case for, leaving it in place. Ms. Cohen said there is no <br /> reason to wait on that portion of the closure while the study of HE in the <br /> ground water at the Class II surface impoundments proceeds. In a telephone <br /> conversation with Ms . Cohen on 5 March 1987, Mr. Hoffman agreed with this <br /> assessment and said all data will be sent to us by the end of March with a plan <br /> to close most of the lagoons. The letter will include the rationale for leaving <br /> all soils in place, filling in the ponds, and capping each one. <br /> With respect to the TPCA HAR, LLNL provided Camilla Williams with a letter which <br /> stated the additional sampling she required at the HE lagoons and surface <br /> impoundment will be completed by 15 June 1987. LLNL expressed confidence that <br /> the results will show the facilities are not subject to TPCA and no HAR will be <br /> required. <br /> WLC:jj <br />
