i CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. 85-188 WASTE DISCHARGE REQUIREMENTS FOR UNIVERSITY OF CALIFORNIA LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300 AND U.S. DEPARTMENT OF ENERGY SAN JOAQUIN AND ALAMEDA COUNTIES The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that: 1. The University of California, Lawrence Livermore National Laboratory Site 300 ( LLNL Site 300) and the U. S. Department of Enerqy (hereafter Dis- charger) submitted a Report of Waste Discharqe, dated 11 December 1978. and additional information, dated 27 June 1985. The property is owned by the United States Government. 2. The Board, on 5 December 1980, adopted Order No. 80-183 which prescribed requirements for a discharge of domestic and industrial wastewater to septic tanks and evaporation ponds, respectively. 3. Present waste discharge requirements established by Order No. 80-183 are neither adequate nor consistent with plans and policies of the Board. 4. The Discharger discharges domestic and industrial waste at locations throughout the site. 5. LLNL Site 300 is in Sections 15, 16, 17, 20, 21, 22, 26, 27, 28, 29, 33, 34 and 35, T3S, R4E, MDB&M with surface water drainage to Corral Hollow Creek and Elk Ravine, thence to the San Joaquin River. 6. The beneficial uses of the Corral Hollow Creek and the San Joaquin River are municipal , industrial , and agricultural supply; recreation; esthetic enjoyment; navigation; and preservation and enhancement of fish, wildlife and other aquatic resources. 7. The beneficial uses of the ground water are domestic and agricultural supply. 8. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the Sacramento-San Joaquin Delta Basin (5B) which contains water Quality objectives for all waters of the Basin. These requirements are consistent with that Plan. 9. Solid waste disposal operations at the site are governed by Order No. 80-184. 7
