WASTE DISCHARGE REQUIREMENTS <br /> UNIVERSITY OF CALIFORNIA <br /> LAWRENCE LIVERMORE NATIONAL <br /> LABORATORY SITE 300 AND <br /> U.S. DEPARTMENT OF ENERGY <br /> SAN JOAQUIN AND ALAMEDA COUNTIES <br /> 10. Discharge of cooling tower wastewater to surface waters is governed by <br /> Order No. 82-105, NPDES No. CA0081396. <br /> 11. In the summer and fall of 1984, LLNL Site 300 constructed a Class II <br /> surface impoundment to evaporate wastewater generated from the manufac- <br /> turing and processing of high explosives. The design and construction meet <br /> the criteria set forth in the California Administrative Code, Title 23, <br /> Chapter 3, Subchapter 15. The impoundment began accepting wastewater on 28 <br /> May 1985. <br /> 12. LLNL plans to conduct tests to determine the compatability of photolab <br /> rinsewater listed in Table 3 with the high explosives (HE) wastewater and <br /> with the surface impoundment' s geomembrane liner. If these tests show <br /> compatability, LLNL proposes to discharge the photolab rinsewater to the <br /> Class II surface impoundment. <br /> 13. The action to adopt waste discharge requirements for this facility is <br /> exempt from the provisions of the California Environmental Quality Act in <br /> accordance with Section 15302, Title 14, California Administrative Code. <br /> 14. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this dis- <br /> charge. <br /> 15. The Board, in a public meeting, heard and considered all comments per- <br /> taining to the discharge. <br /> IT IS HEREBY ORDERED that Order No. 80-183 be rescinded and that the Universitv <br /> of California, Lawrence Livermore National Laboratory Site 300 and U.S. Depart- <br /> ment of Energy, in order to meet the provisions contained in Division 7 of the <br /> California Water Code and regulations adopted thereunder, shall comply with the <br /> following: <br /> A. Discharge Prohibitions: <br /> 1. The direct discharge of wastes other than cooling tower wastewater to <br /> surface waters or surface water drainage courses is prohibited. <br /> 2. The by-pass or overflow of untreated or partially treated waste is <br /> prohibited. <br /> 3. Discharges not listed in Tables 1 and 2 are prohibited. <br />
