V F <br /> yE%U v <br /> [ji <br /> u <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> UNIVERSITY OF CALIFORNIA <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300 AND <br /> U.S. DEPARTMENT OF ENERGY <br /> SAN JOAQUIN AND ALAMEDA COUNTIES <br /> The California Regional Water Quality Control Board, Central <br /> Valley Region, (hereafter Board) finds that: <br /> I. The University of California , Lawrence Livermore National <br /> Laboratory Site 300 (LLNL Site 300 ) and the U.S. Department <br /> of Energy (hereafter Discharger) submitted a Report of Waste <br /> Discharge , dated 11 December 1978 , and additional infor- <br /> mation , dated 29 April 1985 . The property is owned by the <br /> United States Government. <br /> 2. The Board, on 5 December 1980 , adopted Order No . 80-183 <br /> which prescribed requirements for a discharge of domestic <br /> and industrial wastewater to septic tanks and evaporation <br /> ponds, respectively. <br /> 3 . Present waste discharge requirements established by Order <br /> No . 80-183 are neither adequate nor consistent with plans <br /> and policies of the Board. <br /> 4 . The Discharger discharges domestic and industrial waste at <br /> locations throughout the site. <br /> 5. LLNL Site 300 is in Sections 15 , 16 , 17, 20 , 21 , 22 , 26 , 27 , <br /> 28 , 29 , 33 , 34 and 35 , T3S , R4E, MDB&M with surface water <br /> drainage to Corral Hollow Creek and Elk Ravine , thence to <br /> the San Joaquin River. <br /> 6. The beneficial uses of the Corral Hollow Creek and the San <br /> Joaquin River are municipal , industrial , and agricultural <br /> supply ; recreation ; esthetic enjoyment ; navigation ; and <br /> preservation and enhancement of fish , wildlife and other <br /> aquatic resources. <br /> 7. The beneficial uses of the ground water are domestic and <br /> agricultural supply. <br /> 8. The Board, on 25 July 1975, adopted a Water Quality Control <br /> Plan for the Sacramento-San Joaquin Delta Basin ( 5B) which <br /> contains water quality objectives for all waters of the <br /> Basin. These requirements are consistent with that Plan. <br />
