• <br /> WASTE DISCHARGE REQUIREMENTS • <br /> UNIVERSITY OF CALIFORNIA -2- <br /> LAWRENCE LIVERMORE NATIONAL <br /> LABORATORY SITE 300 AND <br /> U.S. DEPARTMENT OF ENERGY <br /> SAN JOAQUIN AND ALAMEDA COUNTIES <br /> 9 . Solid waste disposal operations at the site are governed by <br /> Order No. 80-184 . <br /> 10 . Discharge of cooling tower wastewater to surface waters is <br /> governed by Order No. 82-105 , NPDES No. CA0081395. <br /> 11 . In the summer and fall of 1984 , LLNL Site 300 constructed a <br /> Class II surface impoundment to evaporate wastewater <br /> generated from the manufacturing and processing of high <br /> explosives . The design and construction meet the criteria <br /> set forth in the California Administrative Code, Title 23 , <br /> Chapter 3 , Subchapter 15 . The impoundment began accepting <br /> wastewater on 28 May 1985 . <br /> 12 . LLNL plans to conduct tests to determine the compatability <br /> of photolab rinsewater listed in Table 3 with the high <br /> explosives (HE) wastewater and with the surface impoundments <br /> geomembrane liner. If these tests show compatability, LLNL <br /> proposes to discharge the photolab rinsewater to the. Class <br /> II surface impoundment. <br /> 13 . The action to adopt waste discharge requirements for this <br /> facility is exempt from the provisions of the California <br /> Environmental Quality Act in accordance with Section 15302 , <br /> Title 14 , California Administrative Code. <br /> 14 . The Board has notified the Discharger and interested <br /> agencies and persons of its intent to prescribe waste <br /> discharge requirements for this discharge. <br /> 15 . The Board, in a public meeting, heard and considered all <br /> comments pertaining to the discharge. <br /> IT IS HEREBY ORDERED, that Order No. 80-183 be rescinded and that <br /> the University of California , Lawrence Livermore National <br /> Laboratory Site 300 , and U. S . Department of Energy, in order to <br /> meet the provisions contained in Division 7 of the California <br /> Water Code and regulations adopted thereunder, shall comply with <br /> the following: <br /> A. Discharge Prohibitions: <br /> 1 . The direct discharge of wastes other than cooling tower <br /> wastewater to surface waters or surface water drainage <br /> courses is prohibited. <br />
