• 0 <br /> Facility Agreement (FFA) negotiated between the Department of Energy, the <br /> U.S. Environmental Protection Agency, the California Department of Toxic <br /> Substances Control, and the California Central Valley Regional Water Quality <br /> Control Board (CVRWQCB). The FFA was explained as it relates the LLNL <br /> Environmental Restoration Division (ERD) Building 834 area project to <br /> characterize and treat contamination in the shallow local perched aquifer. The <br /> August 1, 1994, discussion described evidence from the closure excavation that <br /> confirms suspicion that the tank was the source of the diesel fuel identified in <br /> W-834-D8 well water samples. A copy of the document describing the ERD <br /> project according to the FFA, "Draft Feasibility Study for the Building 834 <br /> Operable Unit, Lawrence Livermore National Laboratory Site 300" UCRL-AR- <br /> 113863 DR, February 1994, was forwarded to Diane Hinson as additional <br /> information. The "Final Feasibility Study for the Building 834 Operable Unit, <br /> Lawrence Livermore National Laboratory Site 300" UCRL-AR-113863 is now <br /> complete and is provided as Appendix H. These documents provide extensive <br /> description of the perched aquifer, contamination in the aquifer, and remedial <br /> action alternatives. <br /> The August 1, 1994, discussion with Diane Hinson resulted in agreement to <br /> proceed immediately with the completion of field work, provided Ms. Hinson <br /> received satisfactory understanding from Susan Timm of CVRWQCB regarding <br /> the regulatory oversight provided by CVRWQCB as a party to the FFA, and the <br /> Building 834 area project in particular. This understanding and the agreement <br /> to proceed with field work are recorded in the San Joaquin County Public Health <br /> Services letter "LLNL - Site 300, UST Removals - Bldgs #834 and 871", Diane <br /> Hinson of the Site Mitigation Unit to Richard Henry, August 4, 1994 (Appendix <br /> I). The agreement to complete field work is explained in detail in our letter <br /> "Soil Vapor Monitor Point Installation at the Building 834 Complex, Lawrence <br /> Livermore National Laboratory Site 300", Albert Lamarre of the LLNL <br /> Environmental Restoration Division to Diane Hinson, August 3, 1994 <br /> (Appendix J). <br /> Field work proceeded and was completed as follows: On August 11, 1994, the <br /> excavation was filled with clean compacted clayey soil. Three vadose zone <br /> monitoring wells intended for future use were installed in the fill. With the <br /> completion of the fill, the excavation was restored to grade with asphalt. <br /> This is the final report of corrective action at the Building 834 underground <br /> tank closure site. <br /> - 8 - <br />
