CAD 006 267 762
March 2001
Introduction
The California Environmental Protection Agency, Department of Toxic Substances
Control (DTSC) has prepared this Final Statement of Basis for RCRA Corrective Action
Remedy Selection for General Dynamics OTS (Califomia Inc.), formerly known as
Primex Technologies, 32727 Corral Hollow Road, Tracy, California. The facility
owner name changed to General Dynamics on January 26, 2001.
Primex Technologies was issued a Hazardous Waste Treatment and Storage Permit on
July 20, 1997. This permit required the facility to conduct a RCRA Facility Investigation
(RFI). DTSC approved the RFI Workplan on November 16, 1999 and the RFI Report
on March 13, 2000. The facility has submitted the document entitled "Corrective
Measures Study Workplan (CMS), Primex Technologies Tracy Test Facility" (May 2000)
proposing a final remedy for all remaining soils with contaminant impacts above DTSC
approved remediation levels. The CMS concluded that two areas were identified which
had soils with hazardous constituents above, or approaching, cleanup levels mandated
for petroleum hydrocarbons (1000 ppm). The two areas with petroleum hydrocarbons
in soils approaching or above the 1000 ppm cleanup level are:
1. Area of Concern #4, Fuel Storage Area. Soil was found to be impacted by
total petroleum hydrocarbons (diesel) at concentrations up to 860 ppm.
Estimated quantity of impacted soil to be excavated is 10 cubic yards.
