.,
General Dpumia OTS ( IM.) Hoodoos Wum Fwiliry Permit
EPA In No.:CAD 000 626
Apnl 7001
ATTACHMENT A
Hazardous Waste Facility Permit
= General Dynamics OTS (California Inc.)
(formerly: Primex Technologies)
32727 Corral Hollow Road
Tracy, California 95376
EPA ID No.: CAD 000 626 762
I. FINDINGS
A. Facility Background
1. Physics International Company (PI) was the original owner and operator of the
Primex Ordnance and Tactical Systems Division, Tracy Test Facility located at
32727 Corral Hollow Road, Tracy, California.
2. PI's Tracy Test Facility has been conducting research on explosive warheads for the
federal government or government contractors since 1965.
3. On November 13, 1980, PI filed a Part A application. This Part A indicated that PI
conducted the following hazardous waste management activities: Storage and
landfill of beryllium dust (waste code P015); and storage and incineration of
ethylene diamine (waste code P053), wastewater sludges (waste code K044) and
pinkhed water (waste code K047) wastes.
4. On April 6, 1981, PI obtained interim status to continue operations as specified in
its Part A dated November 13, 1980.
5. In a letter dated April 4, 1983, PI stated that they do not operate a hazardous waste
container storage unit because they do not store greater than 90 days.
6. On October 31, 1985, PI submitted a revised Part A. This revised Part A indicated
that waste codes P015 and P053 were incorrect and that there were no land disposal
operations at the facility. The only waste handled was waste code K047 which was
treated and stored in tanks and then further treated by open burning.
7. On November 8, 1988, PI submitted a revised Part A indicating that the only
hazardous waste activities conducted on-site were open burning and open detonation
of HMX, RDX, and TNT explosive wastes. All storage activities were operated
under the 9G-day generator regulations.
1
Y5
