FINDINGS <br /> A. Facility Background <br /> 1. Physics International Company (PI) was the original owner and operator of the <br /> Primex Ordnance and Tactical Systems Division, Tracy Test Facility located at <br /> 32727 Corral Hollow Road, Tracy, California. <br /> 2. PI's Tracy Test Facility has been conducting research on explosive warheads for the <br /> federal government or government contractors since 1965. <br /> 3. On November 13, 1980, PI filed a Part A application. This Part A indicated that PI <br /> conducted the following hazardous waste management activities: Storage and <br /> landfill of beryllium dust (waste code P015); and storage and incineration of <br /> ethylene diamine (waste code P053), wastewater sludges (waste code K044) and <br /> pinkhed water (waste code K047) wastes. <br /> 4. On April 6, 1981, PI obtained interim status to continue operations as specified in <br /> its Part A dated November 13, 1980. <br /> 5. In a letter dated April 4, 1983, PI stated that they do not operate a hazardous waste <br /> container storage unit because they do not store greater than 90 days. <br /> 6. On October 31, 1985, PI submitted a revised Part A. This revised Part A indicated <br /> that waste codes P015 and P053 were incorrect and that there were no land disposal <br /> operations at the facility. The only waste handled was waste code K047 which was <br /> treated and stored in tanks and then further treated by open burning. <br /> 7. On November 8, 1988, PI submitted a revised Part A indicating that the only <br /> hazardous waste activities conducted on-site were open burning and open detonation <br /> of HMX, RDX, and TNT explosive wastes. All storage activities were operated <br /> under the 9G-day generator regulations. <br /> 1 <br /> Y5 <br />
