On November 8, 1989, PI submitted a Part A and Part B application for <br /> authorization to conduct the following activities: Treatment by open burning of <br /> materials contaminated with HMX (cyclotetramethyleneteiranitramine), RDX <br /> (cyclotrimethylenetrinitramine), and TNT (2,4,5-trinitrotoluene) explosives, and <br /> treatment by open detonation of excess HMX and TNT explosives generated during <br /> casting operations. All wastes treated fell under waste code D003. The <br /> management of pink/red water was not included because the facility determined that <br /> it was exempt pursuant to Health and Safety Code Section 25143.2(b)(1), from <br /> permitting requirements because it is recycled and used on site. The Part B <br /> application also identified seven sites formerly used between 1965 and 1988, for <br /> either disposal or treatment of hazardous wastes. These sites consisted of 2 bum <br /> pits (Sites A and F), a drum burial area (Site B), two surface impoundments (Sites <br /> C and D), a clarifier discharge area (Site E) and a battery disposal area (Site G). <br /> Although these sites were no longer active, these sites were required to be closed <br /> according to an approved closure plan since they were previously used for <br /> management of hazardous wastes. <br /> 9. On April 5, 1990, the Department of Toxic Substances Control (Department), <br /> issued a Notice of Deficiency (NOD) on the Part B Application submitted on <br /> November 8, 1989. <br /> 10. On June 7, 1991, during the permitting process, PI withdrew its application due to <br /> successful waste minimization efforts and because it had found a market for its <br /> wastes. <br /> 11. In June 1991, PI submitted closure plans for the seven inactive units, known as <br /> Sites A through G, that were identified in the Pan B application. On March 18, <br /> 1993, the Department approved the closure plans for Sites A through G. On <br /> December 16, 1994, the Department approved a closure certification report on Sites <br /> A through F certifying that the units have been closed according to the approved <br /> closure plans. Site G was not included in the certification because the hazardous <br /> waste was removed prior to 1991 and no other no closure activity was required at <br /> this site. <br /> 12. In August 1992, PI submitted closure plans for an open burn (OB) unit (Site H) and <br /> an open detonation (OD)pit (Site I) which previously operated under interim status. <br /> On June 25, 1993, the Department approved the OB/OD closure plan. On June 30, <br /> 1994, the Department approved the closure certification report for Sites H and I. <br /> 13. On March 31, 1993, PI submitted a Part A and Part B permit application to obtain a <br /> permit for the treatment of waste LX-14 explosives in a closed vessel detonation <br /> unit(CVD). A Notice of Deficiency (NOD) was sent on January 6, 1994 which <br /> resulted in a response document dated March 22, 1994. On November 20, 1995, a <br /> revised Part A and Part B application was submitted to incorporate the responses to <br /> 2 <br />
