R. Flinn
Director of Public Works
Donna Heran
Director of Environmental Health
SUBJECT: COUNTRY CLUB SEWER GROUNDWATER ISSUES
As requested, on April 11, 2003, Donna Heran -
Environmental Health, Bob Murdoch City of
Stockton Municipal Utilities Department, Tom Gau and I met to discuss the concerns that recently
-
became apparent regarding groundwater contamination clean-up activities and the City of
Stockton's new sewer line project in the vicinity Of Country Club Boulevard. The purpose of this
memorandum is to update you on the current situation.
The City has ceased all construction operations in the areas where the contaminated groundwater
was discovered and has commenced an evaluation process to determine the potential extent of the
contamination prior to proceeding with any further groundwater removal processes. The City is
continuing with that section of the work from their pumping facility toward Country Club Boulevard,
underneath Interstate 5, and 'IS continuously monitoring the groundwater situation. They are
performing no groundwater pumping and, in coordination with the County's Environmental Health
Department, have found no other indications Of groundwater contamination.
As a next step, the City will be working with their consultants to evaluate the field investigatory
work currently underway, in addition to review of historical data provided by the Environmental
Health Department to determine the extent and possibility of any further groundwater
contamination from facilities such as active and former gasoline stations. We have also asked
the City to evaluate the potential for any ground subsidence problems that could be caused by
groundwater pumping. The City has agreed not only to evaluate the situation but also, upon
rerumrng to work, to provide a program to monitor subsidence.
In summary, at this time the City is only proceeding in the areas where they know that no
contamination problems exist and are proceeding with caution. In areas being questioned, they
are performing a detailed evaluation; the City will be reevaluating their design upon conclusion of
the evaluation of the field data they are currently obtaining.
Please feel free to contact us, at your convenience, should you have any further questions
regarding this matter.
TRF:DH:ne
Ek ` MfRYtLN 1WTER ISSUES.pae
