This correspondence is to inform you <br /> that during the drilling/installation of the dewatering wells you may encounter <br /> petroleum-contaminated soil and/or groundwater from several documented <br /> unauthorized releases from underground storage tank (UST) sites in the area. <br /> EHD is the regulatory oversight agency for the investigation and remediation at <br /> the UST sites located along Country Club Boulevard. During the course of <br /> remediation at some of these UST sites, EHD has approved corrective action <br /> plans for extracting and discharging their contaminated groundwater. City of <br /> Stockton MUD evaluated all groundwater discharge requests and permits were <br /> issued after treatment procedures were implemented. Typically, concentrations <br /> of petroleum in the groundwater at these sites exceeded levels that would be <br /> allowed to be discharged to the sewer system without cleanup/treatment. <br /> San Joaquin County Ordinance Code definition of a well does not include wells <br /> used for dewatering. Therefore, dewatering wells are installed and destroyed <br /> without a permit or inspection from EHD. <br /> The San Joaquin County Ordinance Code does require that the Director of EHD <br /> be notified prior to installing of dewatering wells in areas of known contamination, <br /> indicating our concern with spreading of contamination through use of dewatering <br /> wells. In this case, the operation of the remediation systems at the UST sites <br /> may also be effected by the dewatering activities. EHD recommends the City of <br /> Stockton discuss their plans and the effect of dewatering with the responsible <br /> parties and their consultants for these contaminated sites. <br />
