Shell Station (former) page 2
1267 Country Club, Stockton July 30, 2010
The Plan is necessary and adequate with the above noted additions. [H&S
25296.10(c)(3)]. Please start procedures to obtain a City of Stockton Public Works
encroachment permit for the offsite CPT installation. Submit an EHD Well Permit
Application Form and fee for the offsite work with a copy of the encroachment permit and
another permit application form and fee for the onsite CPTs and vapor points by August
20, 2010. Please be advised that as of August 1, 2010, new fees for Well and Boring
permits go into effect. Each permit application for soil borings and CPTs and other
borings without a casing is $488 per parcel. Permits for borings with casings installed
(wells and vapor probes) are $366 for each application and $122 additional for each well
and/or probe with a casing installed.
The EHD has reviewed soil and groundwater data for the area around the western side of
the site, in the area of monitoring wells S-12 and S-2. It appears that the groundwater
contamination in this area is linked to the ConocoPhillips site located to the west by
dissolved petroleum hydrocarbons (MtBE and TBA). The EHD recommends that Shell
contact ConocoPhillips to consider transfer of ownership of these wells for monitoring and
sampling the eastern edge of their groundwater plume. Shell should retain access to the
wells for depth-to-water monitoring.
If you have any questions, please call Michael Infurna at (209) 468-3454.
Michael J. Infurna Jr., EHS Nuel C. Henderson Jr., PG
Senior Registered Environmental Health Specialist Engineering Geologist
c: Mr. James L.
