Shell Station (former) page 2 <br /> 1267 Country Club, Stockton April 5, 2010 <br /> It was stated in the SR that Shell is awaiting a response from the EHD on Shell's <br /> recommendation to prepare a feasibility study. In the EHD correspondence dated August <br /> 25, 2008, Shell was advised that the pending report of findings for Shell's July 31, 2007, <br /> approved work plan that was completed on August 11, 2008 (S-12 installation), was to <br /> include either a work plan for additional investigation or a feasibility study. The Shell <br /> report of findings did not include the feasibility study or a work plan. <br /> The EHD has reviewed the laboratory data for this site and has determined that Shell has <br /> not characterized the site completely. It appears that multiple plumes are present on site. <br /> The EHD is concerned with how each of these areas are contributing to groundwater <br /> quality degradation. Include a discussion of this concern and the following concerns in the <br /> feasibility study or work plan due on Geotracker by May 3, 2010: <br /> 1. The lack of lateral and vertical delineation of the dissolved petroleum groundwater <br /> plume in and around monitoring well S-14. The source of this elevated level of <br /> dissolved petroleum hydrocarbons is to be evaluated by Shell and a plan to <br /> continue the required delineation in this area is to be included. <br /> 2. The lack of the lateral and vertical delineation of dissolved motor oil and oil/grease <br /> in the groundwater around monitoring well S-13. <br /> 3. The groundwater quality in new monitoring well S-12 and how it fits into Shell's <br /> previous hypothesis that the contamination in this area is from the ConocoPhillips <br /> site to the west. <br /> In order to continue the delineation investigation around the former waste oil tank, the <br /> EHD directs Shell to analyze groundwater samples collected from monitoring wells S-1, S- <br /> 7, S-13, S-14, and S-16 for Oil & Grease (1664A) and Motor Oil (8015m) during the <br /> second quarter 2010. After the event has been conducted if the results are non-detect at <br /> acceptable LUFT detection limits, Shell may discontinue the analyses for these <br /> constituents. <br /> Status reports (SR) submitted in the future are to include a status update of the site during <br /> the reporting period. Typical status comments include a brief discussion concerning <br /> whether or not the site's soil and groundwater plumes are delineated, what the <br /> investigative and/or remediation status of the site is during the reporting period and a brief <br /> description of any reports or work plans that may be pending or are due at the EHD in the <br /> near future. <br /> If you have any questions, please call Michael Infurna at (209) 468-3454. <br /> /l <br /> Michael J.
