The City of Stockton has not issued the revocable <br /> (encroachment) permit for drilling. I need this to get the SJCEHD drilling permits. At this point, they are not <br /> allowing for a variance and are requiring that the wells proposed in Elmwood Ave. be installed in the sidewalk <br /> rather than as proposed in the street. We cannot get the Rotosonic rig we intended to use on the sidewalk—too <br /> large. Plus we have tree overhead clearance issues the closer we are to the sidewalk. The City does not <br /> consider the trees to qualify for a variance. I will discuss alternatives with Denis Brown of Shell tomorrow and <br /> give you an update. I don't think we can get the drill rig on the sidewalk without damaging <br /> landscaping at the houses - we planned on using Rotosonic for the deep wells. They are holding up the <br /> encroachment permit until we submit a new site plan showing the wells in the sidewalk. The other option would <br /> be a hollow stem auger rig, but with possible flowing sands, it may not be possible to complete the wells. I spoke <br /> with Reid Campbell today and he said I may be able to get a variance to allow the wells to go in the street.
