The report recommendations requested the discontinuing
the analysis for 1,2-DCA for samples from monitoring wells S-1, S-2, S-4 through S-6 since they
"have not contained detectable 1,2-dichloroethane concentrations".
SJCEHD has reviewed historical data submitted for the monitoring wells listed and has determined
that only monitoring well S-4 will be approved for discontinuation of analysis for 1,2-DCA.
Although analysis of samples from the other monitoring wells included in this request were reported
as non detect, detection limits ranged from 2.5 to 1000 ug/I. Ground water data reported as non-
detect with elevated detection limits does not meet investigative requirements. In addition, samples
from monitoring wells S-5 and S-6 were not analyzed for 1,2-DCA from February 11, 1999 until the
February 23, 2004 sampling and the detection limit for those samples was 100 ug/I.
If you wish to discontinue analyzing ground water samples from monitoring well S-4 for 1,2-DCA, you
may. All other monitoring wells must have at least four consecutive quarters of`non-detect' results,
at a detection limit of 0.5 ug/I, before they can be evaluated for removal of this requirement.
Shell is hereby directed to analyze all monitoring well ground water samples on a quarterly
basis, except S-4, for 1,2-DCA by EPA Method 82608, utilize a detection limit of 0.5 ug/l, and
report the results to SJCEHD prior to each subsequent sampling event.
Questions and response letters may be addressed to Michael Infurna or you may contact me at (209)
468-3454.
Donna Heran, REHS, Director
Enviro ental Health Dertme t
Michael J.
