7.0 FINDINGS AND RECOMMENDATIONS
This section presents a summary of the principal findings of the Phase I and II
environmental site assessment
71 FINDINGS
The following summarizes the findings of the Phase I and II environmental site assessment
o The existing facility was constructed in or around 1976 and operated as a
bank branch between 1976 and 1994
o A Shell-branded gasoline service station was operated on the site between
1949 and 1975 At least four underground fuel tanks and one waste oil tank
were associated with the Shell station
o According to Bank of the West, the underground tanks were reportedly
removed prior to construction of the existing bank building
o Ground water occurs at a depth of about 28 feet below grade at the site
The anticipated direction of ground water flow is to the northeast
o Soil and ground water beneath the site have been impacted by gasoline
hydrocarbons. The source of the leak appears to be in the vicinity of the
former underground fuel tanks near Borings B-1 and B-2
o The lateral extent of soil and ground water impacted by gasoline is not
defined It is possible that dissolved gasoline and/or gasoline constituents
may have migrated off site
7 2 RECOMMENDATIONS
Based on the findings summarized above, Geosystem recommends additional subsurface
investigations, including the installation of ground water monitoring wells The scope of the
investigation should be developed in conjunction with, and approved by, the County prior
to implementation Geosystem also recommends that Shell Oil Company, as the operator
of the former service station, be notified of conditions at the site and given the opportunity
to participate in characterizing the site and selecting an appropriate course of action
7-1
G30 SYSTI:M'
Consultants, Inc
