As required by the Occupational Health and <br /> Safety Administration (OSHA) Standard "Hazardous Waste Operations and <br /> Emergency Response" guidelines (29 CFR 1910.120), and by the California <br /> Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste <br /> Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), <br /> Stantec will update the current site-specific HASP prior to the commencement of <br /> fieldwork. The HASP will be reviewed by the field staff and contractors before <br /> beginning field operations at the site. <br /> • Permitting. Permits for the advancement of the CPT borings will be obtained <br /> from SJCEHD prior to beginning work. An encroachment permit will be acquired <br /> from the City of Stockton Public Works Department for the advancement of <br /> borings in the public right-of-way. <br /> • Borehole Clearance Activities. Prior to initiating field activities, Stantec will <br /> mark the boring locations, contact Underground Service Alert (USA) at least 48 <br /> hours prior to the initiation of field work, and will contract a private utility locator to <br /> determine whether the proposed boring locations are clear of potential <br /> subsurface obstructions. After clearance is verified by USA and the utility locator, <br /> the borings will be air knifed to a depth of approximately five feet bgs to further <br /> minimize the risk of encountering utility lines that are not anticipated at each <br /> location. <br /> • Advancement of CPT Borings and Collection of Hydropunch° Groundwater <br /> Samples. Off-site CPT borings [CPT-4, CPT-5, and CPT-6 (and CPT-9 if it is <br /> determined it is needed)] will be advanced along Elmwood Ave to a maximum <br /> depth of 125 ft bgs (or refusal). Additionally, two on-site CPT borings (CPT-7 <br /> and CPT-8) will be advanced to a maximum depth of 140 ft bgs (or refusal). The <br /> borings will be advanced using a direct push CPT rig that will log soil lithology <br /> from approximately five feet bgs to the maximum explored depth. Groundwater <br /> samples will be collected from separate boreholes advanced adjacent to the CPT <br /> borings using a modified HydroPunch° sampler. Prior to sampling, a water level <br /> meter will be used to confirm that the drive rods do not contain water. The <br /> sampler will then be driven to approximately three feet below the desired <br /> sampling depth, and retracted three feet to expose the disposable schedule 20 <br /> polyvinyl chloride (PVC) screen and allow for groundwater to enter the <br /> HydroPunch°sampler. Each water sample will be collected by lowering a 3/4-inch <br /> diameter stainless steel bailer through the drive rods to groundwater. The <br /> groundwater will be bailed from the drive rods, decanted from the bailer into 40- <br /> milliliter (ml) volatile organic analysis (VOA) vials. Following the collection of <br /> each sample, the drive rods will be retracted, leaving the disposable drive tip and <br /> four-foot length of PVC well screen in the hole. Following completion, the CPT <br /> soil borings will be grouted through the drive rods from the total depth explored to <br /> surface grade with neat cement. <br /> • Groundwater Analysis. The soil samples will be submitted under chain-of- <br /> custody documentation to California-certified laboratory for analysis of TPHg, <br /> BTEX, fuel oxygenates (MTBE, DIPE, tertiary amyl methyl ether [TAME], ethyl <br /> tertiary butyl ether[EtBE], TBA and ethanol), and lead scavengers (1,2-DCA and <br /> ethylene dibromide [EDB]) by EPA Method 826013. <br /> 11192 CPT Investigation WP 3-2011.doc <br />
