Infurna Jr. May 6, 1999
Senior REHS
LOP/Site Mitigation Unit IV
San Joaquin County Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, CA 95202
RE: Sanchez Property, 1876 Country Club Blvd., Stockton, CA
Dear Mr. Infurna:
At your suggestion, Western Geo-Engineers wrote to Mr. Jim Munch at the UST Cleanup
Fund to inquire about waiving the requirement for a second remedial option (vapor
extraction) for addressing the soil contamination at the Sanchez property and progressing
directly to excavation of those soils. In a return telephone conversation, Mr. Munch stated
that his office would be satisfied if we included within a workplan a short discussion that i
weighed the projected costs for vapor extraction against the costs of direct removal of
contaminated soil, with consideration for the effectiveness or ineffectiveness of that
remedial method based on field observations of the soil type. WEGE then proposed
(January 6, 1999) to construct a workplan that would include a rationale and
specifications for limited overexcavation of the tank pit area and the installation of
additional groundwater monitoring wells that can be used to measure TPH-G, BTEX, and
MTBE concentrations at depths below the slotted intervals of the existing monitor wells.
Your office contacted Mr. George Converse of Western Geo-Engineers and requested
that we construct a three-dimensional drawing of the existing soil contamination to
complement William Hunter and Associates lateral extent maps.
EXTENT OF SOIL CONTAMINATION
Figure 1 shows the location of the monitor wells, soil borings, and strata probe test holes
from which William Hunter and Associates and Western Geo-Engineers collected soil
samples between April 1993 and March 1998. Figures 2, 3, and 4 show the extent of
TPH-G in soil > 5 mg/kg based on the certified analyses of those soil samples. The three
dimensional renderings are intended to complement the lateral extent and cross sectional
maps of the TPH-G contamination plume previously submitted by William Hunter and
Associates.
a gjlyx
MAY 12 199
ENVIRONMENTAL HEALTH
PERMITISERVICES
J
