Mr. Munch responded by
telephone last week. He assured me that the UST Cleanup Fund"is not eager to fund
'vapor extraction pilot tests that may cost-more than direct removal of the contaminated
soil, particularly if they involve.the installation of vapor extraction wells in order to
conduct the pilot test. He stated that his office would be satisfied if we included in our
workplan a short discussion that weighed the projected costs for vapor extraction against
the costs of direct removal of contaminated soil, with consideration for the effectiveness
or ineffectiveness of that remedial method based on field observations of the soil type.
Mr. Munch will have the opportunity to review the workplan, following approval by your
office, when we submit it along with cost estimates for pre-approval by the UST Cleanup
Fund-
WEGE therefore proposes to construct a workplan that will include a rationale and
'specifications for limited'overexcavation'of-ffic-tank pit area, and the installation of --
additional groundwater monitoring wells that can be used to measure TPH-G, BTEX, and
MTBE concentrations at depths below the slotted iritervals of the existing monitor wells.
Please provide written approval and /or comment on this proposal so that we may
proceed.
Thank you for your help,
G
David T irelfall
Western Geo-Engineers '
Cc: Mr. and Mfrs.
