This <br /> plan was for a limited excavation of contaminated soils from the site and off site disposal. <br /> Ground water extraction wells "EW-1" & "EW-2" were to be destroyed prior to the digging. EHD <br /> required that the site enter into Public Participation (California Code of Regulations, Title 23, <br /> Section 2728) and Secor submitted the required papers and the site was posted on February 7, <br /> 2005. <br /> The Public Participation period ended on February 28, 2005 and the extraction wells were <br /> properly destroyed under EHD permit on March 17, 2005. On March 21, 2005 EHD approved <br /> an addendum to the CAP to destroy MW-1 'Yo facilitate implementation of excavation activities" <br /> and replace it when the excavation activities were completed. On April 7, 2005, MW-1 was <br /> properly destroyed. On March 1, 2006 EHD approved a written request for an extension in <br /> implementing the CAP to April 4, 2006. <br /> On April 3, 2006, Chevron's new consultant, BBL submitted Corrective Action Revisions. This <br /> CAP revision rescinded the over-excavation and CPT installation parts of the June 28 2004 <br /> CAP. This latest CAP revision proposed the installation of replacement well, MW-1, and the <br /> installation of eight (8) clustered monitoring wells to deeper zones of concern. <br /> The April 3, 2006 CAP also included a vapor intrusion investigation proposal. In phone <br /> conversations with BBL, EHD expressed concerns that details on the equipment to be used <br /> were not included in the plan and the installation and destruction of the vapor investigation <br /> borings were not described. The June 5, 2006 Response to Comments - Corrective Action <br /> Plan Revisions was submitted to EHD to address these concerns. <br />
