San Joaquin Valley
Unified Air Pollution Control District
December 21, 1994
Donna Heran, REHS, Director
San Joaquin Co. Public Health Services
Environmental Health Division
P.O. Box 388
Stockton CA 95201-0388
Re: Gasoline Release at 2575 Country Club Blvd.
Dear Ms. Heran:
Thank you for providing us with additional information concerning the release of gasoline
which occurred on December 7, 1994 at the Shell facility located at 2575 Country Club
Blvd, Stockton. The San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has declared that this gasoline release has created a public health
emergency.
The District understands the gravity of this situation and the need to implement remediation
measures which will minimize the potential risks to the public and the environment. The
District is committed to assisting the affected facility and the PHS/EHD in remediating this
public health emergency, and will do everything possible within the confines of the law.
In accordance with the District Rules and Regulations, the proposed remediation project
requires a permit from the District. Limited onsite pilot testing necessary for designing a
fully operational unit was previously authorized by the District.
For projects emitting hazardous air contaminants, within a 1000 feet of any K-12 school,
California Health and Safety Code §42301.6 requires the District issue a public notice to the
parents of children attending the school, and all residents within a 1000 feet of the project.
The District is required to allow for a 30-day public comment prior to issuing a permit.
The proposed vapor extraction system will be located within 1,000 feet of the outer boundary
of Montessori Children's House, a private kindergarten through sixth grade school, and
therefore, is subject to the requirement of HSC §42301.6.
vavid L.Crow
Executive Director/Air Pollution Control Officer
1999 Tuolumne Street,Suite 200-Fresno,CA 93721-(209)4971000-FAX(209)2332057
Northern Region Central Region Southern Region
4230 Kiernan Avenue,SuRe 130-Modesto.CA 95356 1999 Tuolumne Street,Suite 200-Fresno,CA 93721 2700 M Street,Suite 275•Rakerstiri CA 93301
(209)545-7000-Fax(209}5458652 (209)497-1000-Fax(209)233-2057 (805)861-3682-Fax(805)861.2060
®Printed on Recycled Paper
