Donna Heran, REHS, Director <br /> Gasoline Release at 2575 Country Club Blvd. <br /> Page 2 <br /> In an attempt to-balance the requirements of the state law, and the need to alleviate this <br /> emergency, the District is proposing the following: <br /> 1. Issue an interim permit to Shell for the proposed operation for a period of up to 60 <br /> days, without public noticing. The permit will contain adequate conditions, restricting <br /> gasoline sales at the service station to ensure that the overall emissions from the site <br /> will not be increased. HSC §42301.6(8) does waive the public noticing requirements <br /> if the air pollution control officer determines that the proposed operation will.result in <br /> either a eduction or an equivalent amount of'hazairdous air contaminants. <br /> 2. Simultaneously process a full scale permit to be issued to Shell within 60 days <br /> pending full public notification as required by the state law. The full scale permit <br /> need not contain restriction on gasoline sales. <br /> Issuance of the interim permit with a gasoline sales restriction as described above, is <br /> contingent upon consent by Shell. Our preliminary discussions with Shell indicate that the <br /> proposed project will emit up to 2 pounds per day of hazardous air contaminants. Under this <br /> scenario, shell would have to reduce its current average sales of 3,886 gallons per day by <br /> 1,161 gallons. <br /> 5 <br /> The District will proceed with issuance of an interim permit to operate upon receiving <br /> written correspondence from Shell stating acceptance of the terms and conditions under <br /> which the District could issue an interim permit.
