(Fugro), on behalf of Shell Oil Company (Shell), is submitting this
correspondence requesting permission to continue soil vapor extraction at the subject
site. The VR Systems engine started venting from two vapor extraction wells on
Tuesday, December 13, 1994. Under the provisions of your letter to Fugro, dated
December 9, 1994, the soil vapor extraction pilot test cannot continue longer than five !
days.
The vapor extraction is being performed in response to a reported release of gasoline
,
from an underground storage tank. Shell's notification letter to San Joaquin County is
attached for your reference. Fugro and Shell feel that vapor extraction is the best
immediately available method for the continuous recovery of hydrocarbons from the tank
area. Vapor extraction should also aid in: 1) reducing vapor concentrations beneath the
pavement, and 2) preventing the gasoline from migrating away from the area of release
toward potential receptors.
l
"' fbgro 3nd'Sheli`will proceed with the public-notification-,required'by;your office.v It is our'
opinion that in the meantime, any potential threat to groundwater or to public health can
be diminished by continued vapor extraction.
•
DEC2 ; '
PERM11166"Ci r-CLS
.w
,0' A member of the Fugro group of companies with offices throughout the world R
r
