(Fugro), on behalf of Shell Oil Company (Shell), is providing this
correspondence to meet the requirements of San Joaquin County Public Health Services
(SJCPHS)for an investigation/mitigation plan for the subject site (Figures 1 and 2). This
correspondence was prepared following telephone conversations between Mr. Dan Kirk
of Shell, and SJPHS personnel, on December 8 and 9, 1994. This correspondence is
based on a reported gasoline discharge from an underground fuel tank.
During the afternoon of December 7, 1994, Shell personnel requested that Fugro perform
a reconnaissance of the site and vicinity to determine whether there are any local
receptors or conduits above or below-ground, Fugro performed the reconnaissance the
evening of December 7, 1994, and did not observe any apparent receptors or conduits
near the fuel tanks. On December 8, 1994, Fugro personnel notified Ms. Margaret
Lagorio and Mr. Doug Wilson of the SJCPHS that on December 7, 1994, an underground
fuel storage tank system at the site had failed a pressure test and that a gasoline release
had apparently occurred. During the conversation, Fugro requested permission from
SJCPHS to proceed with investigative/mitigation field work on site.
Fugro is currently obtaining information from the Stockton Engineering Department
regarding local subsurface utilities (e.g., storm sewers, sanitary sewers, gas lines, etc.)
and other potential receptors.
A member of the Fugro group of oonpanim with oPfiow throughout the wodd
