(Cambria) prepared this letter on behalf of Equilon <br /> Enterprises LLC dba Shell Oil Products US (Shell) to further document the recent and current <br /> operational status of the groundwater extraction (GWE) system at the subject site and to respond <br /> to your letter dated November 8, 2004. <br /> Per your directive, we will resume GWE system operation as soon as feasible this week when <br /> physical field conditions permit. The GWE system will operate until overexcavation activities <br /> commence, as Cambria attempted to explain to you in a telephone conversation on <br /> November 3 , 2004. This is explained in more detail below. Shutting the system down again will <br /> be necessary in order to conduct overexcavation activities, which are scheduled to begin the <br /> week of November 22, 2004. These activities were proposed for additional remediation of soil <br /> contamination, as described in our Corrective Action Plan/Overexcavation Work Plan dated <br /> July 16, 2004, (which is a modification to our original Corrective Action Plan), which you <br /> approved on July 20, 2004. <br /> GWE System Surface Spill Incident <br /> As discussed in Cambria' s 5-Day Incident Report, dated August 12, 2004, which was addressed <br /> Cambria to Richard Stiffler and copied to you (and then recopied to you, at your request on <br /> Environmental November 8, 2004) the GWE system was immediately shut down upon the discovery of water <br /> Technology, Inc. <br /> overflowing from the transfer tank on the evening of August 5, 2004. In response to this spill, <br /> 270 Perkins Street approximately 20,000 gallons of water was removed from the Wisconsin pump station #1614 <br /> P.O.
