C A M B R I A <br /> 0 August 12, 2004 <br /> Mr Richard Stiffler <br /> City of Stockton Department of Municipal Utilities <br /> J <br /> Environmental Control Section <br /> 2500 Navy Drive <br /> Stockton,CA 95206-1191 AUG y 6 2004 <br /> Re 5-Day Incident Report r-NVJRONIALNi HEALTH <br /> Shell-branded Service Station PFR IWSFHVICES <br /> 2575 Country Club Blvd <br /> Stockton, California <br /> Incident 98996184 <br /> SAP 136144 <br /> Dear Mr Stiffler <br /> On behalf of Equilon Enterprises LLC dba Shell Oil Products US (Shell), Cambria Environmental <br /> Technology,Inc (Cambria)presents this 5-Day Incident Report for the referenced site to document <br /> • the recent accidental discharge of untreated groundwater into a City of Stockton storm drain inlet <br /> At approximately 18 05 on August 5,2004,Cambria technician Paul Rasmussen arrived at the subject <br /> site on a routine visit and discovered that water was overflowing from the groundwater extraction <br /> (GWE) system transfer tank and flowing into a storm dram mlet on Plymouth Road,via the gutter on <br /> Country Club Boulevard Rasmussen munediately shut the system down and plugged the drop inlet <br /> to prevent any additional water from entering the storm dram Cambria contacted the fire department, <br /> which called out its hazardous material unit and notified all other applicable agencies, including the <br /> City of Stockton's Environmental Control Section Responding personnel determined that water from <br /> the storm drain inlet flows to the"Wisconsin"pump station# 1614,approximately 1-2 miles away <br /> Fire department personnel removed several manhole covers along the flow path to ensure that <br /> explosive conditions were not present in the sewer <br /> As required by the City of Stockton,Cambria scheduled a hcensed cleanup company(Philhps Services <br /> Corporation)to clean the storm drain line between the storm drain mlet on Plymouth Road and the <br /> manhole located on Oxford Street The line was plugged at Oxford Street and flushed using a rotovac <br /> truck The rinse water was collected and stored in a baker tank at the Shell site When this work was <br /> Cambria <br /> Environmental completed at approximately 19 30 on August 6,2004, a slug of water was sent through the line and <br /> Technology,Inc samples of the water were collected downstream by Cambria and by the City It should be noted that <br /> 0Tkins Street the City of Stockton representative,Don Bowles, used a non-standard method of sample collection <br /> ox 259 <br /> Sonoma,CA 95476 <br /> Tel(707)935-4850 <br /> Fax(707)935-6649 <br />
