CAMBRIA <br /> involving a plastic cup secured to a stick with duct tape,which may have introduced contamination <br /> into the sample <br /> In the meantime, Cambria extracted 15,000 gallons of water from the pump station holding into a <br /> baker tank This quantity of water was agreed upon by Cambria and the Department of Fish and <br /> Game personnel,based on a conservative estimate of the maximum amount of water that could have <br /> been released into the storm drain from the GWE system Cambria collected samples from the pump <br /> station holding before and after extracting the water Cambria also collected samples from the baker <br /> tank containing the extracted water from the pump station and from well RW-lA, which was the <br /> source of the released water All residuals generated will be properly disposed of based on the <br /> analytical results <br /> The overflow of water from the transfer tank occurred when the system shutdown mechanism failed <br /> to activate The transfer tank float switch should become vertical when the transfer tank is full,which <br /> sends an alarm signal to the control panel and shuts the system down The presence of a basket <br /> holding chlorine tablets to reduce bacterial growth in the transfer tank,however,physically interfered <br /> with the operation of the float switch and prevented the float switch from sensing that the tank was <br /> full and sending the appropriate alarm to the control panel In order to prevent this situation from <br /> • arising again,Cambria plans to move the chlorine basket away from the float switch and install one <br /> or more redundant system shutdown mechanisms The proposed mechanisms include a second float <br /> switch and a proving switch,which will confirm that water is flowing out of the carbon treatment units <br /> (into the sanitary sewer) whenever the transfer pump is operating In this way, Cambria intends to <br /> ensure that the GWE system shuts down properly and does not overflow again <br /> Cambria will notify the City of Stockton prior to resuming discharge, once these additional shutdown <br /> mechanisms are implemented We will also present the results of storm drain cleanout confirmation <br /> samples as soon as they are avaflable,and submit them with the next monthly discharge report Please <br /> call Joe Neely at(707) 933-2361 if you have any questions regarding this incident <br /> • <br />
