CAMBRIA <br /> February 25, 2003 (TPII and pH) are presented in Appendix A <br /> Monthly Flow Data Between January 24, 2002 and February 25, 2003, the total dischargc was <br /> 77,410 gallons, which corresponds to an average flow rate of 1 68 gallons per minute <br /> Discussion As per my July 26, 2003 telephone conversation with Richard Stiffler, it is Cambria's <br /> understanding that a water conservation and hazardous waste minimization plan is not required for <br /> the subject site I was advised not to develop a spill prevention plan unless directed to by the city of <br /> Stockton based on their inspection of the system, which was slated for August or September of 2002 <br /> Cambria will gladly provide a spill prevention plan at the request of the city of Stockton,but this has <br /> not yet been submitted, in accordance with terms outlined above <br /> The discharge flow totalizing meter was calibrated by Cooper Controls and Electrical Services of <br /> Acampo, CA, on February 10, 2003, and was found to have an error rating of 12 29 percent As <br /> recommended by Cooper Controls, the meter was replaced on February 25, 2003 Documentation for <br /> the February 10, 2003 calibration and the factory certification for the new flow totalizing meter,which <br /> was calibrated on October 3, 2002, are included as Appendix B Since this meter was not in use until <br /> . February 2003, the next calibration event will be scheduled for August 2003 <br /> The LEL meter was scheduled to be calibrated by Cooper Controls on February 10, 2003 and then <br /> rescheduled for February 25, 2003 On both days Cooper Controls did not bring all of the equipment <br /> necessary to perform the calibration As per my February 26, 2003 telephone conversation with <br /> Richard Stiffler, we have rescheduled this calibration with Cooper Controls for March 25, 2003,but <br /> would like to propose a modified LEL meter calibration schedule Item 6 in section 7-089 20 of the <br /> discharge permit states <br /> "The discharger shall insure that all pretreatment facilities including, but not limited to, flow <br /> measuring and LEL monitors, are maintained in proper working order at all times All measunng <br /> devices are to be calibrated for accuracy at a frequency as prescribed by the manufacturer of the <br /> monitoring device by a qualified technician approved by the Director " <br /> The calibration policy of the manufacturer of our LEL meter, BW Technologies, is presented in <br /> Appendix C They recommend calibration and testing in the field every three months,by a competent <br /> technician Based on this policy,Cambria proposes quarterly calibration by our own field technicians <br /> Cambria will keep a log of all calibration events In addition, Cambria recommends that the LEL <br /> meter be sent to Equipco in Concord, CA on an annual basis for calibration and servicing Equipco <br /> technicians are authorized by BW Technologies to service their LEL meters <br /> 0783 2 <br />
