It's actually convenient that Cal Trans <br /> has erected a chain link fence along the right-of-way boundary, which helps delineate <br /> these boundaries. However, when the work is completed at some locations,the <br /> drilling equipment and traffic control devices extend beneath/within the Cal Trans right- <br /> of-way, which thus requires the permit. It's a weird situation because the Cal Trans <br /> right of way is an overpass, and thus they have a right of way'in the air', but the City of <br /> Stockton has the entire responsibility for Country Club Boulevard,which underpasses <br /> 1-5. From a land perspective, basically the Cal Trans right of way is the embankment <br /> (steep slope)for the overpass,whereas the City has the flat ground and sidewalk <br /> area.
