i Mr. Magsayo: I've attached a map showing the location of a number of groundwater monitoring wells located at/near 2705 Country Club Boulevard in Stockton. The map shows that nine of the wells are located in the Ryde Avenue/Country Club Boulevard right- of-way, to the west of Interstate 5. Two of the wells (designated as MW-15 and MWA 6) are very close or within a Cal Trans right of way for the 1-5 overpass of Country Club Boulevard. They were installed in 2007 and now need to be removed. I applied for a drilling permit application to properly destroy/remove all of these wells, with the permits segregated by property ownership. The private property wells were listed on one permit, and all nine wells on another permit, which lists the City of Stockton as the 'property owner. In order to approve the permit as it is prepared, San Joaquin County Health Department is asking that Cal Trans provide written proof that we are ok to destroy the two wells (MW-15 and MWA 6)that are apparently within the right-of-way on an overpass, yet physically located within a foot or so of the Country Club Boulevard sidewalk, and thus almost certainly in the City of Stockton right of way. If this is acceptable to you, can you please contact Mike Infuma at the County Health Department to provide written documentation that you are aware of the situation so that he may proceed with issuance of our drilling permits? If Joe decides NO encroachment needed, have him shoot me an email stating that. no verbals please..hard to 'prove' in court later. IF Joe/Cal Trans ok with you doing the work under a City encroachment, so am I. then the permit applics you sent are enough. but if Joe/Cal Trans wants more, then you gotta match an EHD permit to one of theirs. settle this soon. I'm taking many other sites requests for well destructions and I see a conflict in late Oct the way it's going..l've got four other inspectors I'm scheduling for coverage. right now I'm real close to full to Thanksgiving. first come, as in issued permits, first served, as in first apt accepted. mike 2
