It's actually <br /> convenient that Cal Trans has erected a chain link fence along <br /> the right-of-way boundary, which helps delineate these <br /> boundaries. However, when the work is completed at some <br /> locations, the drilling equipment and traffic control devices <br /> extend beneathtwithin the Cal Trans right-of-way, which thus <br /> requires the permit. Its a weird situation because the Cal <br /> Trans right of way is an overpass, and thus they have a right <br /> of way 'in the air', but the City of Stockton has the entire <br /> responsibility for Country Club Boulevard, which underpasses <br /> 1-5. From a land perspective, basically the Cal Trans right of <br /> way is the embankment (steep slope)for the overpass, whereas <br /> the City has the flat ground and sidewalk area. The wells were <br /> all drilled on the flat ground on City property (the attached <br /> 2007 permit shows the City of Stockton's approval for 5 of the <br /> 3 <br />
