It's actually convenient that Cal Trans has erected a chain <br /> link fence along the right-of-way boundary, which helps delineate these boundaries. However,when the <br /> work is completed at some locations, the drilling equipment and traffic control devices extend <br /> beneath/within the Cal Trans right-of-way, which thus requires the permit. It's a weird situation because <br /> the Cal Trans right of way is an overpass, and thus they have a right of way`in the air', but the City of <br /> Stockton has the entire responsibility for Country Club Boulevard, which underpasses 1-5. From a land <br /> perspective, basically the Cal Trans right of way is the embankment(steep slope)for the overpass, <br /> whereas the City has the flat ground and sidewalk area.
