Weber Avenue, 3d Floor
Stockton, CA 95202
Re: Report for Groundwater Monitor Well Sampling and Groundwater Investigation,
Pilkington North America,500 East Louise,Lathrop,San Joaquin County,California
Condor Project No. 3151J
Dear Ms. Heran:
This is a report of findings for the fieldwork conducted at two Underground Storage Tank(UST) sites at
the above referenced facility (Figure 1, Attachment A). Condor Earth Technologies, Inc. (Condor) is
submitting this report in response to your April .I1, 2003 letter to Mr. Mike Bowles, formerly with
Pilkington North America (PNA). This report includes site background information, a description of the
fieldwork and laboratory analyses, a description of the results of the work, and a summary with
recommendations. The locations of both UST sites are shown in Figure 2, Attachment A. The site of the
1986 and 1987 UST removals is shown in Figure 3, Attachment A. The site of the 1997 UST removal is
shown in Figure 4, Attachment A. The groundwater gradient measured at the 1986/1987 UST removal
site during the current investigation activities is shown in Figure 5, Attachment A. Field forms completed
during the current investigation activities (boring logs, monitor well sampling forms, and the groundwater
elevation measurement form) are included as Attachment B. Laboratory analytical reports for the soil and
groundwater samples collected during the current investigation activities(analytical result certificates and
chain-of-custody records) are also included as Attachment C.
Your April 11, 2003 letter requested the submittal of a work plan by June 1, 2003 to describe monitor
well sampling at the 1986/1987 UST removal site and groundwater investigation at the 1997 UST
removal site. In response, Condor prepared the Work Plan for Groundwater Monitor Well Sampling and
Groundwater Investigation, dated May 9, 2003, describing proposed procedures for conducting the
requested sampling and groundwater investigation activities. The proposed work included sampling of
monitor wells MW-17 and MW-18 at the 1986/1987 UST removal site and groundwater sample
collection from five direct push borings at the 1997 UST removal site. In a cover letter for the work plan
dated May 28, 2003, Condor indicated that although the work plan described measures for conducting the
requested fieldwork at the site associated with the 1986/1987 UST removal site, Condor was requesting
site closure based on historical soil and groundwater data. In a letter dated June 4, 2003 Ms. Margaret
Lagorio of the San Joaquin County Environmental Health Department (SJCEHD) indicated that the
SJCEHD did not agree with closure of the 1986/1987 UST removal site and the work described in the
work plan was approved.
