Louise Avenue, Suspected Diesel Fuel Release, Site Code: 506293
Environmental Assessment
Mr Weiss
San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) site mitigation
staff have reviewed the Preliminary Site Investigation Report(PSIR) for the above referenced site recently
submitted to this office. The report discusses an unauthorized diesel fuel release from buried piping
associated with an above ground tank.
In early July of 1996, PHS/EHD contacted Gail Wiggit of the Central Valley Regional Water Quality
Control Board(CVRWQCB)and received verbal approval to provide oversight for the current assessment
and remediation activities related to the suspected petroleum fuel release.
As a result of reviewing the PSIR laboratory data which confirms the presence of diesel fuel in soil at
the above referenced site, and as a follow up to our recent telephone conversations, PHS/EHD is
expecting Libbey-Owens-Ford to submit a workplan no later than November 29 , 1996 which when
implemented, will fully define the vertical and lateral distribution of fuel hydrocarbons constituents(FHC)
at this site. A Proposition 65 notification form has been filed and processed by PHS/EHD in accordance
with statutory requirements. In addition, PHS/EHD has entered this site into our contaminated site
database as a voluntary corrective action program site(CAP), fees for services will be collected through
invoices from this agency.
Should you have questions or require further clarification regarding this correspondence, please contact
Ron Rowe at (209) 468-0342.
Donna Heran, REHS, Director
Environmental Health Division
Ronald Rowe, Senior REHS Margate agorio, RE
LOP/Site Mitigation Unit Supervisor
RR/
5MLOF.LVD
A Division of San Joaquin County Health Care Services
